Tom Wrigley

Chief Executive Officer

Tom is an infrastructure and property development professional with a background in finance, land promotion, and strategic investment. After training in the City of London with American financial services firms, he held senior roles at Winch Energy before moving into entrepreneurship. He has founded and sold businesses in the renewables sector, including acquisitions by Total and private equity. Since 2020, Tom has built a substantial property rental portfolio and established Cornish House Developers, specialising in land promotion and strategic housing developments across the UK.

Kier Hetherington

Chief Operating Officer

Kier is a successful entrepreneur and experienced property developer with a strong track record in delivering complex projects. He previously led OMS Technical, managing procurement and supply of specialist equipment for government clients in marine and energy sectors. Today, Kier combines his background in procurement, logistics, and operations with hands-on property development expertise, driving Cornish House's land promotion and development projects with entrepreneurial vision and operational excellence.

Planning Permission

We secure planning permission for new housing developments and strategic housing sites.

Value Maximisation

We then sell the site to a developer or housebuilder, maximising value for all parties.

How Land Promotion Works

A simple, transparent process that maximises value while minimising risk for landowners.
RICS Valuation & Base Value

We arrange an independent RICS valuation to fairly establish today's base value for the land (its current use value).

Sign Promotion Agreement

.We sign a promotion agreement that sets out the terms, including the agreed base value and 50/50 profit share.

Fund Planning Process

At our cost, we promote the land through the planning system — preparing designs, commissioning surveys, and managing consultants.

Secure Permission

We secure planning permission for residential or mixed-use development.

Sell to Developer

Once permission is in place, we sell the site to a developer or housebuilder.

Share the Uplift

After planning costs are recovered, the uplift in value above the base is shared 50/50 with the landowner.
